Job Summary
Under supervision of licensed City Engineer, the
Engineer in Training (EIT) will be responsible for assisting in all aspects of civil engineering tasks as it relates to project management. The tasks include such items as design, plan review, project budgeting and estimating, construction management, and other items associated with the Public Works Department.
Principal Duties And Responsibilities
- Provide highly technical and responsible staff assistance to the City Engineer and other City staff.
- Design and manage plan preparation utilizing Microstation CAD for streets, water and sanitary sewer, drainage, traffic and other infrastructure to ensure ease of construction, long term durability and ease of maintenance. Manage bidding process including advertisement preparation, conducting pre-bid conference, addendum preparation, bid openings, evaluation of bids and recommendation.
- Collects, analyzes and interprets engineering, operational and maintenance data to develop engineering solutions and define project scope.
- Develops and prepares construction specifications, bidding documents and construction spreadsheets.
- Serve as an engineering liaison during the development process. Meet and coordinate with developers and consultants to explain city, state and federal regulations. Review commercial and subdivision plans to ensure compliance with City standards, long term durability and maintenance issues.
- Respond to citizen inquiries and concerns.
- Prepare engineering estimates for proposed public works projects.
- Prepare and maintain the City Street Inventory on a yearly basis.
- Manage projects during construction phase. Includes preparation of change orders, field investigations, submittal review, project sequencing, material testing review, utility testing, pay estimates and citizen complaints.
- Observe and inspect construction at all stages to identify problems. Resolve problems with contractors in a timely manner. Record daily job progress.
- Assists CAD/ Engineering Technicians in design and drafting of construction projects.
- Assist with surveying activities as assigned; determining grades, locating property lines and other survey related activities.
- Provides on the job inspection of engineering construction projects.
- Maintains equipment, vehicles and supplies.
- Makes field measurements and maintains information for payment and record keeping purposes.
- Field locates existing City infrastructure using GIS software.
- Performs routine arithmetic computations.
- Ensures compliance with City and State specifications.
- Updates and maintains records, maps and other pertinent information.
- Evaluates existing pavement and underground utility conditions.
- Converts construction plans to record drawings.
- Regular attendance at work and arrives on time.
- Performs all job related duties as assigned or as become apparent.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
Work is performed in a standard office environment. Occasionally works in outside weather conditions near moving mechanical parts.
Required Qualifications
Knowledge, Abilities, and Skills:
- Possession of an active certification as an Engineer-In-Training (EIT) or successfully passed the Fundamentals of Engineering (FE) Examination.
- Bachelors Degree in Engineering from an ABET accredited college or university. (Civil Engineering preferred)
- Good working knowledge of construction methods and practices.
- Valid Class C Texas driver’s license with driving record that meets City guidelines.
- Ability to read and understand materials including memorandums, plan specifications, maps, field notes, and legal descriptions.
- Fundamental principles, practices and techniques of civil engineering.
- Fundamental principles, practices and techniques of public works construction.
- Knowledge of mathematical procedures and the ability to perform engineering calculations accurately.
- Ability to research techniques, methods, and procedures.
- Records maintenance and retention practices and procedures.
- Organizational and management practices as applied to the analysis and evaluation of programs and operational needs.
- Using computers and complex engineering software applications, including Microstation and GIS.
- Ability to read, interpret, and understand construction plans and specifications.
- Ability to draft maps & charts.
- Ability to use MS Office programs such as Word, Excel, Access, PowerPoint, Outlook, and Teams.
- Reading and interpreting engineering plans, specifications, plats and technical documents.
- Checking designs, details, estimates, plans, and specifications of engineering projects.
- Reviewing and verifying mathematical calculations.
- Making accurate drawings and maps and keeping accurate field notes.
- Establishing and maintaining effective working relationships with other employees, contractors, consultants and the public.
