Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Water Division ensures a safe and reliable water supply for all of Orange County Utilities’ customers, and we operate four regional water supply facilities and eight satellite water supply facilities that collectively produce approximately 71 million gallons per day.
Job Description
General Functions
The Water Division is seeking a highly qualified individual to fill the position of Assistant Manager. This position is responsible for assisting in planning, directing, and oversight of division programs, services, and resources in accordance with short and long range goals, policy statements, and regulatory directives. This position may serve as the principal lead on various operations within the division and provides leadership and supervision to the professional, technical and administrative involved in a variety of tasks associated with the specified Division.
Work is performed with independence and the position reports to the Water Division Manager, Utilities. The work is evaluated by timeliness, compliance, and effectiveness of the programs and procedures.
Representative Duties/Assignments
- Assists the Division Manager with overall supervision and evaluation of all office and field operations, safety and training programs, and other divisional programs.
- Assists in planning, coordinating, and leading the daily operations of water production, water quality operations, laboratory and conservation programs through the organization's section managers including administration, operations, maintenance, engineering, construction to effect operational efficiency and economy.
- Participates in developing, recommending, and implementing current and long range strategic goals, objectives, and tactical plans per the Water Division's Business Plan.
- Prepares and reviews reports and operating/production data for the organization and compares them to established objectives and standards; recommends and implements appropriate measures to correct unsatisfactory results.
- Assists the Division Manager with the analysis, preparation, presentation, justification, and administration of the Division budget.
- Performs special analytical studies and prepares reports as directed by the Division Manager.
- Assists in promoting the division throughout the industry; serves as division representative with other governmental agencies or regulatory agencies; attends and participates in board meetings, professional organizations, and community meetings as necessary.
- Acts as the Division Manager in absence of the Manager.
- Responsible for supervisory duties including planning, managing, and evaluating performance of staff. Recommends selection of new hires and assists with disciplinary actions of employees.
- Performs other related duties as assigned by the Division Manager.
Minimum Qualifications
Bachelor’s degree from an accredited institution in Biology, Chemistry, Engineering, Public Administration, or closely related field and five (5) years of progressively responsible customer service experience in a water, wastewater, or solid waste utility, to include two (2) years of supervisory experience.
Preferences
- Prefer applicants with management experience in water treatment processes, operations, regulatory compliance, permitting, process improvements and optimization
- Experience in leading an environmental laboratory
- Experience with business applications systems such as Maximo, Advantage, CCB
- Direct supervisory experience and management experience
- Experience in innovation, collaboration and inclusivity between operational divisions and sections within an organization
- Water or wastewater industry experience

Salary Information
Pay Grade: 024 - From $47.69 to $69.15
