Classification Summary
The Water/Wastewater Inspector will conduct and report on inspections of grease traps, water levels, contractors doing utility work for the Village of Ruidoso. This position will assist with repairs and maintenance of water distribution and wastewater collection lines. Under general supervision, performs a variety of semi-skilled and unskilled duties in the construction inspection, repair, maintenance, and operation of water and wastewater distribution and collection systems. Non-exempt FLSA.
Duties and Responsibilities

- Regular attendance is an essential function of this job to ensure continuity of services.
- Reads water levels at Grindstone Dam, reads and reports the flow through raw water meters, fire hydrant meters, and golf course wells.
- Conducts and reports inspections of grease traps at commercial and industrial institutions, inspects the performance of contractors doing utility work for the Village of Ruidoso, and answers contractor’s questions, maintains progress records, reviews and verifies progress payments and inspection reports.
- Maintain and update the Village Standard Specifications as needed, review contractors submitted, specifications, and plans as needed.
- Performs duties such as preventive maintenance and repairs on gauging stations, metering equipment, recorders and water meters, assists with repairing and maintaining water distribution and wastewater collection lines, and keeps logs of activities.
- Enters daily log for projects and work orders
- Will inspect any new service being installed by contractor water or sewer.
- Will respond to New Mexico 811 requests in a timely manner to locate and mark Village infrastructure and make sure locate is cleared in 811 port hole.
Other Responsibilities or Job Requirements
- Attend Infrastructure, pre-construction, and progress meetings etc. as required, schedules pre-construction and progress meetings as needed
- Responsible for maintenance of assigned vehicle and may assist skilled operators in the operation of the Ditch Witch jet rodder and Vactor truck.
- Completes personal timesheet accurately and timely enters time Employee Self Service software daily/weekly and ensures time is reported based on actual time worked.
- Ensures proper purchasing procedures are followed; ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions; ensures any reports of harassment are immediately reported and appropriate actions are taken; ensures compliance with all Village of Ruidoso policies and procedures including but not limited to Procurement, IT, Personnel Manual, Safety Manual etc., and reports any suspected fraud and/or abuse to the Utility Manager, Public Works Director, or Village Manager

Physical Demands
- Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
- The usual requirements in an office environment may require lifting boxes of supplies, equipment and occasional adjustment of office furniture.
- Occasional pushing, pulling, lifting and/or moving up to 25 pounds, and occasional squatting, bending or twisting as required.
Work Environment
- Possess ability to adapt to inclement weather conditions and/or situations and ability to drive, occasionally long distances.
- Ability to perform duties and adapt to flexible work schedules as established by management which includes working a fairly irregular schedule, long hours, weekends, holidays, and is subject to being called in to work and being on standby.
- Noise level could be moderate to loud in work environment, and ability to work in stressful environment and deal effectively with stress.
Travel Requirements
Limited travel – ability to travel for activities such as classes, and workshops in and out of the service area and overnight travel as required.
Qualifications
Minimum Qualifications
High School Education or Equivalent required and two (2) years working on water and wastewater systems required.
Must be able to pass criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency "Drug Free" Policy.
License and/or Certifications
Prefer NM Water Level II certification and or NM Wastewater Collection System Level II certification.
Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
Knowledge, Skills, And Abilities
Knowledge of: the principles, methods, materials and tools employed in the repair, maintenance, and new construction of water distribution systems, sewer collection system; preventive maintenance and inspection methods; operate and use of a variety of tools and equipment used for water and wastewater system maintenance and repair.
Skill in: communicating in person, in writing, and by telephone and using two-way radio; in supervising and performing day-to-day water treatment plant processes, tests, and procedures; communication and organizational skills.
Ability to: read and interpret construction blueprints and construction specifications; read gauges and meters to determine flows, volumes, and pressures; read and understand water/wastewater system maps and blue prints; understand and follow regulations, guidelines, instructions, and procedures; establishing and maintaining routine working relationships with citizens, contractors, and Village employees.
