Highly responsible supervisory position to assist the Superintendent / Wastewater in the planning, organizing, operating, directing and management of the City's Wastewater Treatment Plant(s). Work is performed under general direction of the Superintendent / Wastewater.
Salary: $30.14 - $39.18 Hourly
Essential Job Functions
- Acts on the Superintendent's behalf by assignment or delegation in the Superintendent's absence.
- Supervises employees and inspects the plant.
- Prepares operational and other written and verbal reports.
- Prepares work schedules, including coordination of maintenance and operations.
- Prepares and submits regulatory reports.
- Keeps inventory of chemical usages and dosages.
- Leads, motivates, directs, and assists in evaluation of work performed by employees.
- Oversees all aspects of wastewater operations, including developing and maintaining operator excellence through appropriate training.
- Conducts comprehensive analysis of all treatment processes.
- Inspects mechanical failures and creates and schedules work orders.
- Utilizes computer hardware and software.
- Assists in the preparation of the divisional expense budget and annual capital improvement program for the Wastewater Treatment facilities.
- Ensures all vendor documentation has been received from vendors being utilized and prepares all
documents needed for purchasing from vendors.
- Maintains compliance with all State, Federal and City regulations as well as operating permits.
- Responsible for creating and maintaining Standard Operating Procedures.
- Responsible for conducting Operations and Maintenance training and safety audits/inspections.
- Recommends appropriate Capital Improvement Plan projects.
- Identifies, recommends and implements cost saving measures.
- Ensures safe operating conditions throughout plant and deep injection well site(s).
- Keeps sound records of all operational aspects.
- Encourages staff to maximize output of beneficial reclaimed water and minimize deep injection well use.
- Represents the wastewater plant at management meetings.
- Maintains operations during planned and emergency repairs.
- Performs shift-work or covers vacant shifts on an as needed basis.

Knowledge/Skills/Abilities
- Mastery knowledge of the occupational hazards to employees' health and individual safety involved at the plant.
- Mastery knowledge of remote telemetry systems as they apply to plant operations.
- Mastery knowledge of the operating principles and theories of wastewater treatment and disposal systems.
- Mastery knowledge of standard practices and procedures used in the operation and maintenance of wastewater plant equipment and related laboratory testing and measuring devices.
- Mastery knowledge of potential rule changes and resulting impact on areas of responsibility.
- Mastery knowledge of the preventive maintenance practices applicable to wastewater plant equipment.
- Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
- Skilled in using computers for data entry, word processing and accounting purposes.
- Ability to apply the rules and knowledge to assure precautionary measures are in place and adhered to.
- Ability to interpret laboratory data as it relates to various chemical processes and be capable of implementing changes in feed systems to optimize treatment.
- Ability to organize, establish priorities, supervise technical employees and to assure high quality operations at all times.
- Ability to develop sound record keeping procedures and to prepare accurate records.
- Ability to understand complex directions and to follow moderately complex prints and sketches.
- Ability to prepare written reports and to be able to present them orally and professionally.
- Ability to communicate effectively in writing and orally.
- Ability to effectively supervise subordinate personnel in the proper inspection, adjustment and minor repair of wastewater treatment plant equipment and machinery.
- Ability to plan, organize, supervise and inspect the work of plant operations staff engaged in wastewater treatment operations.
- Ability to maintain accurate and detailed plant records and prepare clear and concise reports of plant operations.
- Ability to exercise independent judgment.
- Ability to work in a team environment and to establish and maintain effective working relationships with other employees, regulators or customers.
- Ability to utilize computer hardware and software effectively
Education, Experience, Licenses and Certifications
Education and Experience:
- High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is required supplemented by courses in mathematics, science, wastewater treatment and supervisory methods.
- Six (6) years of work experience in the operation of wastewater treatment plants with extensive supervisory experience.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
- Must possess a valid State of Florida driver's license.
- State of Florida Class "B" Wastewater Treatment certification or higher required.
Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
