Work Hours: Monday - Friday, 7:00 am - 3:30 pm
This classification is responsible for assisting the Chief Operator in supervising Manatee County Water and/or Wastewater Plant operations. Work involves responsibility for the effective and efficient operation of water and/or wastewater plants. Work requires coordinating activities with the other Lead Operators, Chief Operators, the Water Quality Compliance position and the Central Laboratory. Completes all assigned work on compliance, operational, and office duties.
NOTE: ADDITIONAL "CAREER INCENTIVE" PAY IS AWARDED FOR THE FOLLOWING LEVEL/LICENSE: LEAD/CLASS "A" - $1.50 PER HOUR.
Working Conditions
Indoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Job Description
Essential Functions:

Oversee the efficient operation of treatment plants and assures the public's health and safety, giving special attention to the SCADA system and trend generation as a tool to enhance troubleshooting and process control of the plant process.
Create, modify, and update spreadsheets that can be used to generate compliance reports using Excel and WIMS (Water Information Management System) to populate the reports. Create additional spreadsheets to populate, that can be cut and pasted from in order to complete other FDEP compliance reports.
Create, modify, and update other spreadsheets and documents that can be used to generate operational and office reports, and forms used in everyday business.
Aid the Chief Operator in the following job duties: oversee personnel engaged in plant operation; assigns and schedules work; provide input on employee performance; trains plant operators; assists in preparing operational budget.
Directs staff to make treatment adjustments and/or equipment changes to improve the quality of water or effluent and/or cost effectiveness of plant operations when the Chief Operator is not on site, and fills in for operators as needed.
Coordinate with the lab, sampling and calibration events between the operation and lab staff; retrieves plant lab data from the central labs LIM (Laboratory Information Management) system.
Assists Chief in ensuring adequate operational supplies of chemicals, spare parts, and equipment are available to maintain facilities. Operates and troubleshoots computer system.
Helps to maintain with the Chief Operator and Water Quality Compliance Officer, the maintenance of, records needed to comply with State, Federal and local laws and regulations; completes local, State and federal regulatory forms, permits.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
High school graduate/equivalent.
Minimum four years' experience associated with area of assignment (Areas of Assignment: Water Treatment Plant, Wastewater Treatment Plant).
Minimum of one year of supervisory experience (time as Operator In Charge (OIC) applicable).
Possession of a current FDEP "A" water and/or Wastewater Operator license prior to appointment or ability to acquire within six months of start date.
Equivalent combinations of education and experience may be considered.

Knowledge, Skills And Abilities
Knowledge of water and/or wastewater treatment processes. Knowledge of operation of all associated equipment.
Knowledge of Federal, State and County laws and regulations; knowledge of County operating procedures, or ability to quickly learn.
Knowledge of computer operations, SCADA, mathematics, chemistry and biology as applied in water and/or wastewater treatment processes and testing.
Ability to read and understand plans of distribution systems and treatment plant plans and schematics. Ability to react quickly to serious problems and bring to satisfactory resolutions.
Ability to evaluate equipment, chemicals and processes used in water and/or wastewater treatment. Ability to effectively use a personal computer and applicable software.
Ability to prepare reports and maintain records of plant operations.
Ability to establish and maintain effective working relationships with other employees and the public. Ability to communicate clearly and effectively, orally and in writing.
Ability to climb and descend ladders and stairs.
Ability to work during emergency situations as required. Ability to distinguish colors.
Skill in organization, preparation, and presentation of written reports, findings and recommendations.
Skill in operation of the facilities in a cost-effective manner, while adhering to regulatory agency requirements.
