The City of Plano Public Works Department seeks an energetic and experienced leader to join our Pumping Facilities team. We seek someone who embodies our core values of respect, teamwork, trust, safety, and communication. We serve over 290,000 residents and local businesses and provide vital water and sewer services to the community. The ideal candidate will bring a deep understanding of field operations in water distribution and wastewater collection, ideally within a city of similar size, along with a passion for mentoring and developing their team members.
The position will temporarily report to the Director of Public Works while key vacancies are being filled and will work closely with the Utility Operations and Utility Compliance Superintendents. The Superintendent is responsible for a team of five Water Pump Station Operators and a Supervisor with a field operations team. This 24/7 operation maintains the city’s water pump stations, ground and elevated storage tanks, sewer lift stations, and SCADA system and also handles all non-emergency after-hours calls for the entire city.
Pumping Facilities is a 24/7 operation based out of the Ridgeview Pump Station (near Ridgeview Dr. & Custer Rd.). The field staff working hours are 6:30am – 3:00pm Monday through Friday. The Water Pump Station Operators directly report to the Superintendent and therefore the ideal candidate will develop a consistent, but flexible work schedule to ensure adequate supervision, development, and coaching of the Operator team.

The target hiring range is $88,535 - $108,520, depending on qualifications.

Summary of Duties: Superintendent is responsible for supervising the overall operation and maintenance of the water pump stations, ground storage tanks, elevated storage tanks, sewage lift stations and other related facilities. This position directly oversees the Water Pump Station Operators and Supervisor responsible for field crew operations.

- Directs the activities of the Pumping Facilities Group by developing and evaluating division objectives and productivity measures and supervising department personnel.
- Maintains current knowledge of EPA and TCEQ regulations with respect to the operation of water and sewer systems.
- Provides supervision and technical expertise in the formulation and implementation of emergency operation procedures to minimize impacts to customers.
- Provides technical expertise in proper maintenance and operational functions to minimize service interruption.
- Maintains records and provides reports concerning the operational status of the water and sewer pumping and storage facilities and ensures compliance with city, state and federal regulatory requirements.
- Formulates and implements specialize employee training to improve the knowledge and ability of the Pumping Facilities maintenance and operations staff.
- Investigates citizen complaints and initiates or recommends appropriate action.
- Develops and implements employee training and safety programs and procedures to minimize occupational hazards.
- Adheres to all city and departmental guidelines, policies and procedures to ensure equitable treatment of employees.
- Responds to emergencies at night and on weekends or holidays; provides guidance and technical expertise during emergency repairs for nights, weekends and holidays on a rotating basis to ensure minimal impacts to customers.
- Researches new developments and management in the water distribution and wastewater conveyance fields to ensure that the most current practices and techniques are employed.
- Assists in the development and implementation of new or revised group procedures.
- Develops specifications for materials and supplies; assists in the preparation of equipment specifications; ensures division fleet, equipment, and materials are utilized and maintained in accordance with establish methods and procedures.
- Develops and manages contracts with vendors to provide maintenance for Pumping Facilities infrastructure and equipment.
- Recruits and interviews job applicants; makes hiring recommendations to Manager.
- Prepares and monitors operating budgets.
- Monitors and inspects work activities to ensure proper procedures, methods, and safety standards are being followed.
- Sets goals and guidelines for effective and efficient work procedures in the field.
- Coordinates with the Utility Compliance Division to flush water lines where needed to maintain water quality in the distribution system.
- Coordinates various activities with other departments and divisions.
- Reviews plans and specifications for the rehabilitation of existing Pumping Facilities infrastructure.
- Conducts and attends monthly staff meetings to gather and provide information related to production and project status.
- Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: The incumbent must determine appropriate expenditures for budgeted funds to meet unit objectives and goals. The incumbent must establish performance measures for subordinates and evaluate employee performance against those standards or measures.
Minimum Qualifications
Knowledge of: Water and wastewater equipment, materials, processes, and methods; supervisory control and data acquisition (SCADA) systems, federal, state, and local regulations pertaining to the operation of water/wastewater facilities, water distribution, and sewage collection systems; water quality testing procedures; chemicals used in the treatment of water and wastewater. Maintenance methods and procedures applicable to water/wastewater facilities; safety policies, procedures, and practices; principles and practices of effective management.
Skill in: Communicating effectively both verbally and in writing; performing arithmetic calculations; reading and interpreting water quality test results; addressing and resolving conflict; providing effective supervision and direction to assigned staff; preparing and managing operating budgets.
Education: High school diploma or GED equivalent.
Experience: Five (5) years of experience in the operation and maintenance of water pump stations, ground and elevated tanks, sewage lift stations, water distribution and sewage collections systems, and water quality testing, including three (3) years of supervisory experience. The ideal candidate will have a history of progressive responsibility with both job function and training/leadership of others.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements
Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). TCEQ Wastewater Collection Class II (or higher) License and Water Operator Distribution Class B (or higher) License.
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various city sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, conduct tests, and to operate tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 30 pounds.
Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, road hazards, mechanical electrical hazards, and hazardous physical substances and fumes.
