We are seeking a highly motivated and experienced Water Treatment Plant (WTP) Operations Supervisor to join our team at Centennial Water & Sanitation District. As the WTP Operations Supervisor, you will perform a variety of skilled and complex tasks associated with treatment of water/wastewater and supervisory responsibilities associated with operations staff to ensure compliance with State and Federal Regulations. The supervisor also coordinates activities with other departments, sections and outside entities and evaluates and establishes process control methodologies in cooperation with the Water/Wastewater Superintendent, assisting with State and Federal Reports.

Position requires remote on call with response to emergency situations as needed as well as a strong work ethic.

Position Description

ESSENTIAL DUTIES AND RESPONSIBILITIES

Acts as plant Operator in Responsible Charge (ORC) for assigned plant, ensuring treatment remains compliant with Federal, State and Local regulations. Responsible for overseeing treatment operations and equipment, operations team and coordinating with other departments, sections or outside entities. Responds to on call questions from operations team.
Supervises, instructs, and inspects work of the operation personnel to ensure compliance with permits, policies, procedures, regulatory agency, quality standards, and the proper performance of operational duties.
Plans, schedules, and supervises operational activities, procures necessary materials, assigns staff to a wide variety of operational projects and tasks.
Schedules and coordinates work activities with other departments, sections, contractors, consultants, state, and local agencies.
Develops operational procedures to assure effective and efficient operation of water and wastewater facilities.
Starts and stops pumps, engines, generators, and operates valves to control and adjust flow and processes either manually or by remote control.
Conducts sampling and performs routine laboratory analyses.
Coordinates ordering of and handles hazardous and non-hazardous chemicals during delivery, storage, and use.
Analyzes and recommends improvements to existing operational practices and facilities, equipment, and operating systems.
Prepares work orders and other written request for maintenance.
Develops and maintains records, files, and databases relating to the water and wastewater facilities.
Analyzes and makes recommendations to improve the effectiveness and efficiency of the water and wastewater systems.
Maintains database information for process control, budgetary control, and flow records.
Reviews operational logs, field testing information, and laboratory data.
Evaluates, documents, and performs employee evaluations.
Assists in developing and the responsible monitoring of operations budgets.
Performs work in accordance with safety policies and procedures.
Prepares, compiles, and delivers monthly DMR, NPDES, and turbidity reports to regulatory agencies.
Reviews the need for and supervises emergency response to water/wastewater, or other related emergencies.
May be required to cover for shift operators as the need dictates.
Performs other duties and special assignments which may be outside the primary areas of employment.

Desired Minimum Qualifications

High school diploma or GED equivalent is required.
Must possess or be able to acquire class “A” level operator certification in wastewater. Able to maintain class “A” certification.
A minimum of three years’ experience in operation of water/wastewater facilities.
A minimum of three years’ leadership/supervisory experience.
Must possess and maintain a valid Driver’s License with an acceptable Motor Vehicle Record.

Special Requirements

Availability to work during non-scheduled hours when necessary. Position is paid flat rate to handle typical on call remotely, answering questions, monitoring plant, making operational changes. Position will be paid overtime for physical emergency response to plant and will coordinate response duties with peers and supervisors.

Necessary Knowledge, Skills, And Abilities

Strong understanding of the process, systems and equipment used in water and wastewater treatment. Ability to recognize and diagnose cause and effect of process and system malfunctions.
Ability to work with minimal supervision and exercise independent judgment.
Ability to read and understand technical literature, blueprints, equipment operations, and maintenance manuals.
Capable of effectively supervising and working with others.
Ability to effectively communicate complex technical information verbally and in writing.
Knowledge of State and Federal Regulatory requirements relating to water/wastewater facilities and programs.
Ability to work with people from diverse backgrounds and points of view as part of a team.
Strong understanding of utility budget practices.
Strong mathematical and analytical ability as part of process control calculations.
Ensure that all necessary chemicals, materials, supplies, and equipment are available to perform the functions of the section.
Ability to follow through on tasks and adapt to changing priorities, process conditions, and circumstance.

SUPERVISION RECEIVED

Works under the direct supervision of the Water/Wastewater Superintendent and the general supervision of the Director of Operations.

SUPERVISION EXERCISED

Exercises supervision over plant operators and temporary staff.

TOOLS AND EQUIPMENT USED

Industrial machinery and equipment, pumps, motors, blowers and power supplies, SCADA system, technical literature, blueprints, O & M manuals, calculator, computers, data and web-based software, general office equipment, smart phone, telephone, radio, pager, tablet, testing equipment, pressure gauges, MSDS data sheets, District Standard Operating Procedures, Federal, State, Local laws, regulations, and motor vehicles (up to 1 ton). Personal protective equipment, gas detection monitors, fall arresters, and other safety equipment.

The noise level in the work environment is usually moderate, certain areas require hearing protection.
